Mix the beef with salt, pepper, and seasoning powder if desired.
Coat the beef with flour so that it has a layer of flour on the outside. This method helps the beef to be tender, juicy, and the sauce to be moderately thick.
Sauté the beef in a pan with a little oil until it is seared, then transfer it to a plate. No need to cook the beef through!
Sauté the chopped onion and carrot until fragrant.
Add the red wine, then the beef, tomatoes, and bay leaves. Cover and simmer until tender.
When the beef is cooked, season again to taste.
