Toast the rice in a small pan over low heat until it turns opaque and slightly golden.
Turn off the heat and grind the rice into a fine powder.
Stir-fry the meat in the pan until cooked.
Put all the ingredients into a large bowl. Mix well and adjust the seasoning to taste. That's it!
In Laos, people often eat Larb Lao with sticky rice. However, if you have roasted rice crackers (sesame rice paper), you can enjoy it with a Southern-style salad (in the Southern region of Vietnam, people eat salad with roasted rice crackers or shrimp chips). :)
